TORONTO, June 16, 2026 — Phan Thi Quynh Trang, founder and president of the Canada Vietnam Cultural & Educational Council (CVCEC), attended a masterclass on the future of international education co-hosted by the Canadian Bureau for International Education (CBIE) and QS Quacquarelli Symonds at the University of Toronto on June 15.

The session brought together policy experts, institutional leaders and international education strategists to discuss global student mobility and the growth of transnational education, or TNE, through 2030.

Trends presented at the masterclass included:

  • QS forecasts an 11 per cent decline in the number of international students coming to Canada by 2030, driven mainly by recent caps on international students, visa restrictions, concerns about return on investment and housing affordability;
  • as inbound growth slows, international recruitment is shifting toward transnational education models built on reciprocal partnerships between institutions;
  • with young people making up a shrinking share of Canada’s population, colleges and universities face growing pressure to build partnerships abroad to support long-term productivity and workforce readiness.

Trang said the QS TNE Readiness Framework presented at the session is a useful tool for institutions working between Canada and Vietnam.

“An optimum international education model is never simply the most visible or capital-intensive framework,” Trang said. “True institutional success and brand protection lie in achieving a mature, board-level calibration where strategic intent, rigid academic quality assurance and verified local market demand sit in perfect balance.”

CVCEC said sustainable international education requires moving away from short-term, “helicopter” approaches toward long-term partnerships that respect local context and deliver measurable outcomes for graduates.

The organization said the insights will inform its work on academic exchanges, institutional partnerships and cultural ties between Canada and Vietnam.
